The programme uses a structured multitier governance model to ensure rigour, accountability, and quality: 

Project Teams 

Deliver project level outputs, progress milestones, manage risks, and escalate issues.

Shadow Board (SMEs/PMO) 

Provides assurance, validates documentation, and reviews quality before papers progress. 
 

Programme Board

The central decisionmaking body responsible for: 

  • Reviewing and approving PIDs and business cases 
  • Monitoring progress and resource requirements 
  • Overseeing risks, issues, dependencies 
  • Tracking decisions and actions 
  • Escalating to the Change Management Board where required 

Change Management Board

Receives escalations, provides strategic oversight, and agrees organisation wide priorities and direction.
