The programme uses a structured multitier governance model to ensure rigour, accountability, and quality:

Project Teams
Deliver project level outputs, progress milestones, manage risks, and escalate issues.
Shadow Board
Provides assurance, validates documentation, and reviews quality before papers progress.
Programme Board
The central decisionmaking body responsible for:
- Reviewing and approving PIDs and business cases
- Monitoring progress and resource requirements
- Overseeing risks, issues, dependencies
- Tracking decisions and actions
- Escalating to the Change Management Board where required
Change Management Board
Receives escalations, provides strategic oversight, and agrees organisation wide priorities and direction.
