From the District

Jim Butters

Welcome to the Bradford district web page.

The people of Bradford can be assured that we are making the district a safer place to live and work.

We have set out plans to prioritise our services in the community over the coming year and we would encourage you to take a look at these plans in detail.

Bradford Risk Reduction Plan 2012-13 and West Yorkshire Fire and Rescue Service’s Action Plan for 2012-2013

In the coming year we will ensure our resources are targeted in the appropriate areas to ensure the greatest effectiveness in reducing the numbers of fires and other incidents.

Our priorities are as follows:

  • to deliver a proactive fire prevention and protection programme. Stopping fires before they occur is our first priority. To date, our actions have delivered significant success and we want to build upon this. We believe our successful community safety strategy lies in the links we maintain with our partners and we plan to strengthen and increase these
  • to deliver a professional and resilient emergency response service
  • to provide a safe, competent and diverse workforce
  • to provide effective and ethical governance and achieve value for money in managing resources.

Idle Fire Station become National Champions - 26th March 2012

Fire fighters at Idle Fire Station in West Yorkshire have been crowned champions of a national recycling competition in aid of The Fire Fighters Charity, the UK’s leading provider of services that enhance quality of life for serving and retired fire service personnel and their families.

Idle fire station collected a staggering 1.2 tonnes of recycled clothing and textiles in January to see off competition from over 300 fire stations across the UK. Station Manager Gary Mckelvey and the fire fighters at Idle Fire Station fervently rallied their friends, families, neighbours and colleagues to support The Fire Fighters Charity by making a donation of their unwanted clothing in the fire station’s textile bank.

Many Fire Stations have a textile bank outside to enable people to donate old clothing and unwanted textiles. The money raised will go to the Fire Fighters charity to fund rest and rehabilitation centres for ill and injured Fire Fighters throughout the UK.

Bradford District ‘Care Home’ Exercise – 15 March 2012

Crews from across the Bradford District attended a simulated care home fire on the former site of Scalebro Park Hospital, Burley in Wharfedale on Thursday 15th March.

The crews were met by a confirmed fire in a large residential care home with a number of residents still unaccounted for. Live ‘straw bale’ smoke was used during the exercise to enable crews to train in more realistic conditions.

BA crews were committed into the building to locate the casualties and extinguish the fire. Once crews located suitable exhaust points the premise was ventilated using PPV fans and all residents were located and rescued. During the exercise a simulated asbestos exposure was introduced for BA wearers, this added to the realism of the incident.

Crews were assessed on BA search and rescue techniques, Command and Control and structured evacuation procedure at a care home.

The exercise was organised as part of the work underway by Bradford District to underpin the knowledge and understand by crews on care home incidents following the Rosepark incident in Strathclyde.

Hazelbeck Community School, Bingley. 7th February 2012

Bingley Fire station is pioneering a new approach to working with schools where individuals have special educational needs.

Year 5 school talks have become part of the curriculum for the majority of children and fire crews have become accustomed to delivering such talks.

However we now need to address the more vulnerable in our community, those who have significant, moderate and minor learning needs.

At a meeting on the 19th January attended by Harvinder Gill, Station Commander Andy Clayton and Sam Dennison from Hazelbeck discussions took place about the best way to approach this rewarding work.

All agreed that it is vital that we consider the needs of the children and that the input must be aimed at appropriate levels; Harvinder, Andy and the Bingley crews will be mixing with the staff and children over the next few months before any formal education is delivered. During this period Harvinder in particular will be meeting Sam to devise and construct packages which will recognise the needs of the children.

Crews will be attending the school and over the course of a week the whole school will be visiting the fire station at Bingley as we aim to develop trust and understanding before we get down to the serious business of fire safety.

Martin Hoole from the Young Fire-fighters is also looking at supporting the school and working closely with Harvinder and Andy will see if he is able to become formally involved. Using his experience which started at Highfield School in Ossett, Martin will be hoping to offer courses to those at Hazelbeck who are more able to take advantage.

This is a whole new approach to education for West Yorkshire Fire and Rescue Service and there is a will in all camps to get it right first time; close partnerships and dialogue are key at this stage.

The scheme which has the full backing of Councillor John Cole who is a governor at Hazelbeck School could then be rolled out across the county within all schools where children with learning difficulties are educated.

Bradford District has just been joined by Watch Manager Dave Cookson who replaces Watch Commander Tony Pearson, who has moved to a new role at Keighley Fire Station.

Dave has joined the team from Odsal Fire Station where he served on White watch for 12 months, prior to this he has served at Bingley and at Fire Service Headquarters.

Dave brings a wealth of operational and training experience to the team from his time as lead BA training officer.

Police Training with Fire Service 1st December 2011

As part of a joint working partnership between West Yorkshire Fire Service and West Yorkshire Police Watch Commander Tony Pearson from Bradford District has delivered a number of training and awareness presentations to Police officers and PCSOs from the Bradford District.

The presentations delivered were on vehicle accidents, water incidents, hazardous materials incidents and community safety awareness. They were given on a number of dates at both Trafalgar House and Javlin House in Bradford.

Superintendent Vincent Firth of West Yorkshire Police has sent a letter of appreciation for the work Tony has put in to the training and commented on the excellent feedback he has received from his staff.

Road Safety Event 23rd November 2011

Watch Manager Tony Pearson from the Bradford District office was a speaker at a schools event held at Bradford University. The event was part of West Yorkshhires 'road safety week' and was attended by 200 pupils aged between 15 and 18 years old from schools across Bradford.

The pupils were given some road safety education and received input from the fire service, police, ambulance and BRAKE (road safety campaign group). The event proved to be a great success and it is planned to hold similar events throughout the year.

District Exercise 24th October 2011

Crews from around Bradford District attended a District exercise at Fire Service Headquarters at Birkenshaw. The theme of the exercise was a road traffic collision on a motorway involving numerous cars, a wagon and 'live' casualties.

The crews were assessed on their cutting procedures and triage / first aid techniques throughout the exercise and were helped by partners from both the police and ambulance service.

The exercise was a great success with positive comments coming from all participants, a second district exercise is to bo arranged for later on this year.

Alcohol awareness events 20th October 2011

During alcohol awareness week, 17th to 23rd October, staff from Bradfords community safety team organised a number of events across the district to highlight the problems associated with drinking and driving.

An extrication of a live casualty to simulate the consequences of drinking and driving was organised at both Cententenary Square in Bradford and ASDA car park in Keighley. The casualty was given first aid by the ambulance service and was then cut out of the car by the fire service before being handed over to the police to have a breath test.

Another event was organised at St Bedes school and concentrated on 16 to 18 year olds who are about to become drivers, again there was an extrication demonstration as well as demonstrations with the seat belt sled, arson car and driving simulator. Around 200 children attended the event and were given the awareness and education

About this district

The Bradford district is in the north west of the county. It covers an area of approximately 140 square miles and has a population of more than 500,000.

It is ethnically, culturally and geographically diverse. Bradford district is also an economically challenged area, containing a large range of socio-economic groups from the wealthy to the very deprived.

These factors create a wide variety of risk profiles that we must monitor carefully through operational staff in conjunction with a dedicated community safety team, arson task force and fire safety department. Much of the effectiveness of the district’s community safety strategy lies in the links with local authority partners.
