Resolved
That the Minutes of the meeting held on 9 May 2008 be signed by the Chair as a correct record.
46 Urgent Item – Appointment of Independent Members of the Standards Committee
That Chair had agreed to the inclusion of the item
on the agenda (Min no. 53 refers) on the grounds of urgency due to the fact that the independent members should be appointed at the earliest opportunity and the closing date for applications had been after the despatch of papers for this meeting.

48 Management Accountant Post – Application of Market Forces
Consideration was given to a report of the Chief Finance Officer which sought approval for the application of market forces to the post of Management Accountant within the Finance department.
Members were advised that, when the post had been approved at the 9 May meeting of this Committee, it had been reported that it would be necessary to pay in the range of £30,000 to £35,000 in order to attract a qualified accountant. The post had subsequently been graded in accordance with the approved job evaluation scheme with the outcome that the post had been graded at Grade 10 (£28,000 to £29,700).
A comparison exercise had also been undertaken with the five West Yorkshire
constituent authorities and it was considered necessary to seek to apply
market forces to the post in order to attract the right calibre of candidate at the outset.
Members were further advised that the cost of post at the higher grade had been identified in the approved revenue budget.
Resolved
That market forces be applied to the post of Management Accountant (salary range £30,000 - £35,000).
49 Applications for Position of Chief Fire Officer / Chief Executive

The Committee considered submissions from 4 applicants for the position of Chief Fire Officer / Chief Executive.
Resolved
That three applicants (applicant nos. 1,2 and 4) be invited to attend for interview on 9 and 10 July 2008.
50 Chief Fire Officer / Chief Executive Selection Process

Consideration was given to a report of the Director of Human Resources which sought approval for the proposed method of evaluation and scoring for the Chief Fire Officer / Chief Executive selection
process.
Resolved
That the evaluation and scoring method as detailed in the report now submitted be approved for use in the Chief Fire Officer / Chief Executive selection process.
51 Interagency Liaison Officers
(This item was considered as exempt information under Schedule 12A (7) of the Local Government Act 1972 –crime prevention, investigation or prosecution)
The Director of Operations submitted a report which sought approval for an officer secondment to the counter-terrorism unit as an inter-agency liaison officer (ILO).
Members were advised that this proposal was in response to the growing terrorism threat and would assist in a two-way information flow which would feed into the Fire Service’s planning for operational preparedness.
The cost of the full-time secondment would be £63,000 in a full year due to the fact that the number of Group Managers would need to be increased by
one post to thirteen in order to maintain the roster and provide continuing progress on current workloads.
Resolved
(i) That approval be given to the introduction of an Inter-agency Liaison Officer scheme between West Yorkshire Fire and Rescue Service and West
Yorkshire Police and the secondment of an officer to the Counter-terrorism
hub; and
(ii) That a report on progress and involvement with the scheme be submitted to a future meeting of this Committee as appropriate.
52 Senior Human Resources Manager – Regrading

Consideration was given to a report of the Director of Human Resources which sought approval for the regrading of the post of Senior Human Resources Manager.
Resolved
That the post of Senior Human Resources Manager be regraded in the range as detailed in the report now submitted and that the current postholder be appointed to the top of the scale.
53 Appointment of Independent Members of the Standards Committee

The Committee considered submissions from 6 applicants for the position of
independent member of the Authority’s Standards Committee.
Resolved
That four applicants (applicant nos. 3 - 6) be invited to attend for interview on a date in July to be agreed.
