13  Minutes of the Last Meeting

Resolved


That the Minutes of the meeting held on 30 August 2007 be signed by the Chair as a correct record.

15  Admission of the Public


There were no items which required the exclusion of the public and press.

16  Declarations of Interest


No disclosures of interest were declared in any matter under consideration at the meeting.

17  Formula Grant Distribution


Consideration was given to a report of the Chief Finance Officer which set out details and exemplifications from Community and Local Government’s consultation paper on Formula Grant Distribution 2008 / 9 – 2010 / 11 which may have had an impact on the Authority. Details of a proposed response to the consultation was also attached as an annex to the report.

Members considered the following specific issues;


• Updating of “needs” formula which, in effect, would reintroduce the perverse incentive – this should remain unchanged


• Phasing out of floors and ceiling mechanism – would have the effect of losing cash grant of £1.3m over 3 years – this should remain unchanged


It was further reported that a lobbying strategy had been proposed which included a meeting between chairs, chief and finance officers from the Metropolitan Brigades, letters to all local MP’s and the engagement of a professional lobbying agent to be jointly funded by the metropolitan brigades.

Resolved


(i) That the consultation detail and its potential impact upon the Authority be noted;


(ii) That the proposed response to the consultation be approved as attached as an annex to the report now submitted; and


(iii) That the proposed lobbying strategy be agreed.
