3  Declarations of Interest


No disclosures of interest were declared in any matter under consideration at the meeting.


4  Proposed Changes to Notice Periods


(This item was considered as exempt information under Schedule 12A (4) of the Local Government

Act 1972 – labour relations, consultations or negotiations)


The Panel considered submissions on behalf of both Management and the Fire Brigades Union in respect of proposed changes to the contractual notice periods for uniformed operational staff.


Resolved


(i)  That the contractual notice periods for uniformed operational staff be amended as follows;


•  All retained, trained firefighters, Crew and Watch Managers – 4 weeks (including mobilising staff)


•  Station Managers and Group Managers – 8 weeks (including mobilising staff)


•  Area Managers and above – 12 weeks


(ii)  That the changes at (i) above be subject to the application of flexible arrangements to be decided on a case by case basis by the Director of Human
Resources;


(iii)  That the format of the guidance at (ii) above be subject to further agreement between Management and the Fire Brigade’s Union; and


(iv)  That (i) – (iii) above be subject to formal ratification by the Executive Committee.


5  Fitness at Work Policy– Additional Payment for Retained Duty System Staff (RDS)


(This item was considered as exempt information under Schedule 12A (4) of the Local Government

Act 1972 – labour relations, consultations or negotiations)


The Panel considered submissions on behalf of both Management and the Fire Brigade’s Union in respect of the application of the Authority’s Fitness at Work policy and the introduction of a standardised fitness programme.


Resolved


That consideration of the case be deferred pending the receipt of further legal and financial advice.
