Emergency Planning & Operational Risk Management Team
West Yorkshire Fire & Rescue Service Operational Risk Management & Emergency Planning Team is responsible for overseeing various aspects of emergency preparedness, internally for the fire service and also assisting in the preparedness for West Yorkshire, working with the Local Authorities Emergency Planning Units, West Yorkshire Police, Yorkshire Ambulance Service (YAS) and various other agencies.

The Civil Contingencies Act 2004 (CCA)
The Civil Contingencies Act 2004 (CCA) is the legislation, which provides the statutory framework for Emergency Planning in England.
This Act has placed a significant new responsibility on the fire service as a “Category 1 Responder". We now have six new duties to discharge, namely:
1. To carry out risk assessments of all threats to local resilience.
2. To adopt preventative measures that will reduce, control or mitigate those threats.
3. To prepare contingency plans for responding to disruptive challenges.
4. To respond to any emergency incidents (or assist in that response).
5. To warn and inform the public during emergency incidents.
6. To prepare "business continuity" plans that will ensure our continuing ability to respond to incidents themselves.
In line with the Civil Contingencies Act, 2004, the county of West Yorkshire has a fully integrated approach to emergency planning and is co-ordinated through a multi-agency strategic group known as the West Yorkshire Resilience Forum (WYRF). This group has representation from all the category one responders as defined in the Act and meets regularly to maintain a Community Risk Register for the county.

The Community Risk Register then informs and governs the work of the West Yorkshire Planning Officers’ Forum, which is comprised of emergency planning officers from a broad spread of Category 1 and 2 Responders throughout the county. This includes the other emergency services; the five Local Authorities; important government agencies (such as Health Trusts, the Environment Agency and the Department for the Environment, Food and Rural Affairs); the major utility companies (such as Yorkshire Electricity, Yorkshire Water and TRANSCO) and the military. Each of these agencies produces plans that cater for risks in their own particular areas of responsibility or expertise. The work of the Forum is to ensure that all these planning arrangements are properly co-ordinated amongst all agencies involved.
There is also good liaison at a regional level through the Government Office for Yorkshire and the Humber and the Regional Resilience Forum (which is chaired by the West Yorkshire Chief Constable)

West Yorkshire Emergency Planning Officers Forum
The West Yorkshire Emergency Planning Officers' Forum (WYEPO) was formed in 1990 and is a non-statutory or regulatory meeting of Emergency Planning Officers within West Yorkshire. In line with the Civil Contingencies Act, 2004, the WYEPO is a working group to the multi-agency strategic group known as the West Yorkshire Resilience Forum (WYRF)
The following agencies/organisations support the Forum:

West Yorkshire Police, West Yorkshire Fire & Rescue Service, Yorkshire Ambulance Service, Environment Agency, Yorkshire Water, Health Primary Care Trust, Military, important government agencies (such as Health Trusts, the Environment Agency and the Department for the Environment, Food and Rural Affairs) and the major utility companies (such as Yorkshire Electricity, and Northren Gas Networks)

‘Who Does What In Emergencies’ (PDF verson) is a document, complied and published by the forum. The document is for guidance only and gives an insight into the roles and responsibilities of the different agencies that would be involved in responding to incidents.
Planning for Emergencies - Business Continuity for Leeds Businesses
West Yorkshire Fire and Rescue Service, Leeds City Council and the West Yorkshire Police, working together, have produced a guidance booklet for businesses in the planning for evacuations and other incidents. This guidance enhances the Leeds City Centre Evacuation Plan.
The information and advice included in this booklet is to assist businesses (and residents) in Leeds city centre on how to protect their premises, staff, visitors and ultimately themselves before, during and after a major incident.
The objectives of this guide are to:
dealt with as swiftly, flexibly and efficiently as possible.
The advice contained in this booklet will benefit businesses in responding effectively to a major incident and will therefore assist in making Leeds a safer city to live and work in. Businesses are encouraged to use it and plan for emergencies.
