The Government’s White Paper “Our Fire and Rescue Service” required fire authorities to establish regional management boards before 1 April 2004 to deliver, in accordance with national policies, six strategic functions as follows;
- Resilience plans for large scale emergencies
- Specialist and common services
- Regional control rooms
- Regional procurement
- Regional approach to training
- Regional personnel and human resources management
The Fire Authorities in this region have jointly established the Yorkshire and Humberside Fire Authorities’ Regional Management Board (RMB) which held its inaugural meeting on 1 April 2004.
Membership of the RMB comprises 11 councillors drawn from the constituent Fire Authorities in the region as follows;

How the Board functions
The respective Chief Fire Officers act as advisers to the Board and support officers are provided from across the region. Each functional area also has a Member champion(s) appointed to it as detailed below.

The Secretary to the Board, Mr Michael Barnes, is the Director of Corporate Resources at West Yorkshire Fire and Rescue Authority whilst the Board has an acting Treasurer, Mr Bill Wilkinson of South Yorkshire Fire and Rescue Authority.
