West Yorkshire Fire and Rescue Authority - Catering Contract

West Yorkshire Fire and Rescue Authority are in the process of renewing the current catering provision at their Headquarters based in Birkenshaw, Bradford which is due for renewal on the 27 October 2008.  Brief details of the contract are shown below.

The Fire Service Headquarters and Training Centre is located within the grounds of Oakroyd Hall, Bradford Road, Birkenshaw, Bradford, West Yorkshire.

The site accommodates several administrative departments, mainly in Oakroyd Hall, a large uniform and equipment store, transport workshops, mobilising and control centre and the International Training Centre.  The Training Centre, the main user of the catering service, is recognised nationally and internationally and trains personnel on both a residential and non-residential basis.  However, a review of the residential requirement is currently being carried out which may result in changes in the future.  Different categories of staff work varying duty systems but there is a presence on site 24 hours per day every day of the year, including bank holidays etc.

The combined number of persons requiring catering facilities, including weekends, based on the year 2007, can range from 10 to 290 but these figures should only be taken as a guide as numbers can fluctuate widely.

There is a purpose built kitchen with a servery to a self-service dining room and a waitress served dining room for special functions.  In addition, the contractor will be required to transport/provide meals to the Mobilising and Control Centre and provide refreshments for meetings in various parts of the complex.  There is a kitchenette facility in Oakroyd Hall which may be used for the purpose of the provision of minor refreshments.

Labour, food and all ingredients will be provided by the Contractor and the Contractor must ensure that good quality food, ingredients, etc., are used.

Premises, utilities, heavy and light equipment and all other items required to carry out the catering function, including telephones and a computer terminal, will be provided by the Authority, free of charge.

Contractor to provide all office stationery items e.g. paper, pens, envelopes, computer cartridges, etc.

The basis upon which the Authority will award the tender will be on a most economically advantageous basis as follows:

Compliance with the Business Questionnaire and technical specification = 30%

Delivery of service = 30%

Price = 30%

Quality = 20%
