What are our priorities and how are we doing  

West Yorkshire Fire and Rescue Authority is committed to ensuring value for money in the provision of an efficient and effective service to the community.  Effective performance management is vital in the achievement of our priorities and the provision of quality services.

Independent assessments have confirmed that West Yorkshire Fire and Rescue Authority performs well and continues to improve.

Strategies, business plans, aims and objectives including statistical information

Our Corporate Plan includes the Annual Report and the Best Value Performance Plan providing a single integrated document which fulfils the Authority's statutory requirement to produce a Performance Plan.

The Best Value Performance Summary provides details regarding our performance and should be read in conjunction with the Corporate Plan and the Comprehensive Performance Assessment.

2009/10

The Integrated Risk Management Plan is a key building block of the Authority’s modernisation programme for its fire and rescue service.  Priority is given to the protection of life as well as the safeguarding of property and the environment. Resources are targeted to address specific local needs instead of being driven by the previous national formulaic approach.

Station personnel have an important role in delivering the strategic priorities of the Authority and the District Action Plans detail how the stations grouped under each of the five districts will contribute towards these and towards the Local Area Agreements.  These plans are then further supported by the individual Station Action Plans.

External Reports indicating service provision, performance and operational assessment

In addition to our internal monitoring of our performance we are assessed and measured against a range of standards by external bodies.

The Fire and Rescue Operational Assessment of Service Delivery is a report produced by Communities and Local Government (CLG) assessing the Key Lines of Enquiry (KLoE) of the Fire and Rescue Performance Framework.

Comprehensive Performance Assessment (CPA) for Fire and Rescue Authorities was introduced by the Audit Commission in 2005 when each authority was given a corporate assessment rating of either excellent, good, fair, weak or poor. Inspectors looked at issues like staff training, budget management and the way the service works within the community to make it safer and prevent fires from happening in the first place.  In 2007, a re-categorisation process was introduced and West Yorkshire Fire and Rescue Authority were re-assessed.

Customer Service Excellence is a new customer service standard developed by the government to replace Charter Mark, over the next couple of years.  Originally launched in March 2008 the standard contains new concepts - the development of customer insight, based on an in depth understanding of our customers.  In addition to this there is emphasis on key drivers of satisfaction and measurement of these, with particular focus on priority areas for customers on delivery, timeliness, information, professionalism and staff attitude.
